You need to build these:

1. Generator 

To build an generator, you need Gear, Steel, Rubber, Copper and Ceramic

2. Recruitment Radio Beacon

To build an Recruitment Radio Beacon you need: Circuitry, Steel, Rubber, Copper, Crystal and Ceramic

How to build things

Now lets build an Generator first.

Press and keep V pressed in your sanctuary then scroll to: Power-Generators

Recruitment Radio Beacon

Power > Miscellaneous > Recruitment Radio Beacon
